All countries that do not belong to the Annex I
countries.
What happens if a developed country does not fulfil its binding emission target?
If a developed country does not reach its binding
emission target, the following penalty becomes due: 1.3 times the shortfall
tonnes are removed from the assigned amount (AA) of the next period.
Additionally, transfers pursuant to the Article 17 Compliance Action Plan are
banned.
What if the Programme Management assesses the project negatively?
The Programme Management examines the project with
respect to:
- conformity with national regulations
- compliance with the national general conditions
- organisational criteria
Who is an Annex I country?
Annex I countries are developed countries and countries undergoing the process of transition to market economy. All Annex I countries have specific limitation targets for greenhouse gas emissions.

What is a Memorandum of Understanding (MoU)?
A MoU is a bilateral agreement between two countries, which is intended to facilitate the processing of JI/CDM projects.

Is the Austrian guide applicable to all JI/CDM projects?
The guide is valid for all JI or CDM projects under the Austrian JI/CDM Programme.
What is the Supervisory Committee?
The Supervisory
Committee is responsible for the accreditation of the independent entities and
in special cases for the review of JI projects. The Supervisory Committee has
not been set up yet (August 2003). The Supervisory Committee will probably be
established during COP/MOP 1.
How can you become an Independent Entity?
Any national or
international legal entity can apply. Independent entities must be accredited
by the Supervisory Committee. It has not been set up yet (August 2003).
What is a Accredited Independent Entity (IE)?
Accredited Independent entities are national or international legal entities acting as independent verification institutions for JI projects.
Can JI projects be carried out in my own country as well?
No.
In which countries can JI projects be carried out?
Emissions Reduction Units can be transferred to or purchased from Annex I countries, if they comply with the participation requirements stipulated in the Marrakech Accords. These include:
- ratification of the Kyoto Protocol,
- Assigned Amount defined in line with the international calculation rules,
- establishment of a national emissions registry.
What does Joint Implementation (JI) mean?
JI comprises project-related measures through which Annex I countries can purchase emissions reduction credits through emissions mitigation measures in other Annex I countries.
What is the Executive Board?
The Executive Board is a body elected from the representatives of the parties to the Kyoto Protocol, which is primarily responsible for monitoring the CDM process. The Executive Board was elected at the COP 7 and confirmed in its function at the COP 8.
How can you become an Designated Operational Entity?
Any national or international legal entity can apply. Designated Operational Entities must be accredited by the Executive board; application details are available at: http://cdm.unfccc.int/DOE/

Designated Operational Entities are national or international legal entities acting as independent verification institutions for CDM projects.
Can CDM projects be carried out in all non-Annex I countries?
Yes, provided that such countries have ratified the Kyoto Protocol.
In which countries can CDM projects be carried out?
CDM projects may be carried out in all non-Annex I countries that are parties to the Kyoto Protocol.
